Council tax

The recovery of unpaid council tax is essential to ensure local authorities can deliver the services to the community.

Enforcement of council tax debt

We provide local authority clients with carefully tailored council tax arrears recovery solutions that are efficient, effective, fair and ethical.

Our enforcement agents

All our agents are employed by us; we do not use self-employed agents or contract out any of their functions.

Accordingly, we have a dedicated and loyal workforce, fully vetted to Ministry of Justice standards and qualified to the highest regulatory standards.

Local authorities can be assured they are being represented by professionals who treat debtors with courtesy and respect and work in an open and transparent manner.

How Excel Civil Enforcement gets results for council tax arrears

We work closely with clients to achieve the best possible results. We enable comprehensive and effective access and communication for debtors and access the most up-to-date available data.

Tracing and tracking

Our in-house tracing department uses several methods to trace debtors including the use of social media, credit reference agencies and DVLA.

Letters, phone calls and visits

Our focus is to engage with debtors at the earliest opportunity using proactive communication including letters, text messaging and phone calls.

We embrace behavioural science and employ various nudge techniques to prompt contact and payment. Where necessary, attendances are focused during ‘golden hours’ to maximise contact and speed up the recovery process.

Vulnerable debtors and council tax

All back office staff and enforcement agents are fully trained to recognise telephone and face-to-face triggers which might indicate vulnerability ensuring we identify and assist individuals most at risk during the early stages of the process.

Excel Civil Enforcement is the only enforcement agency delivering the unique regulated level 3 qualification in Vulnerability and Mental Health Awareness in relation to Enforcement Practices, endorsed by CILEx and Skills for Justice.

We also run workshops on vulnerability, which are available to local authority clients.
